i have first hand experience with the following:
beagles are very loving and playful but also not particularly obedient and they howl. your neighbors might hate you. they are scent hounds, so they sniff the ground and track while they walk. they will try to walk you.
frenchies and pugs are loving and playful but tend to have expensive health problems. not just the obvious respiratory ones, but nasty stuff like back and joint issues, etc. they also get tired easily, which is nice from a maintenance perspective, but not if you want to take them on a long walk.
jack russells can be obedient and intelligent... or not. they are playful. they can be loving, or not. they are cool dogs though and will probably catch a mouse or two.
chihuahuas are obnoxious and temperamental. i want to like them, but they just suck. if you really want one, you might first consider a cross-breed.
boston terriers are relatively obedient and athletic and have fewer health issues. they also tend to be playful and loving. i think they are the best small dog as they are a blend of many desirable traits and they lack some of the more undesirable ones.
obviously there are many others i’m sure people will weigh in on. personally, i don’t like long haired breeds and i don’t like large dogs. all dogs mentioned here i have either owned or have had friends who have owned.

Love yorkies! I had a Yorkie for 10 years who was absolute perfection. Had such a personality and pretty sure she thought she was my human baby. Yorkies really are the greatest. They just want to be with their human.

Not yappy, can be couch potatoes or active, big joyful personalities, love people, relatively easy to train

Min Pins! They look like little dobermans and are very sweet and tolerant (my parents dressed her up in my old baby clothes and she loved it). She sticks to me like Velcro and is the best watch dog you will ever get. I got mine at a rescue too!
