Many states have fantastic districts and schools. Thinking about it on the state level isn’t that helpful for making relocation/housing decisions. You can only attended 1 school.
Will second A1. A lot of Fairfax County schools are top notch (I think some of the high school are ranked in the top 10 or 20 in the nation?), but the elementary is especially impressive

I worked in the admissions office at my college and all the applications from the northern Virginia schools made me feel so stupid and unaccomplished haha 😂😅

Northern VA public schools are great, and you'll likely be surrounded by parents with similar professional experiences and goals for their kids. VA public colleges are also top notch.
Just find the rich people wherever you live and you’ll be fine
One note about Fairfax County schools--there are absolutely some great ones...and some really not great ones. Don't get pulled into believing they're all great just because they're in FFXC.
My wife is currently an elementary school teacher there at one of the good ones and has worked at one of the bad ones before, and many of our friends teach all over the spectrum in the county.
NOVA but do you really want to say you’re from NOVA. Go to Charlottesville
Invenium, where do they have Fairfax and Loudoun in VA or Montgomery in MD? Fairfax has 25 HSs and many are top 100 in the country.

You need to think of this on a county by county or district by district basis. For example, Florida schools by and large aren’t that great, but St Johns county is phenomenal.
Look for school districts, not states. Also, depending on the age of your children, don't assume a highly rated high school will still be highly rated in 10 years, when your 5 year old starts high school

Good school districts are good starting in Kindergarten, they don’t all of a sudden become good in High School. Had OP asked about top ranked high schools your comment would have made more sense.

My kids went to #18 and turned out ok. This is the list OP should focus on.
