Ditto. Why a VA if no rider? Makes no sense at all. Only reason to use a VA is for the riders.
VA's and the elderly, are a status symbol. Who has the most, the cheapest, the most number of 1035s of the same originating source of funds.

Jackson also has a non-reducing death benefit benefit, though that comes at an added cost. The cheap version is just for tax deferral which this client doesn't need in her IRA.
You could put together a portfolio of good stocks that she knows and is comfortable with - Johnson and Johnson and the like - along with some survivor option bonds. That would be a quality low cost portfolio. The survivor option is a "death benefit" of sorts (though I wouldn't tell that to the client) in that her heirs can put the bonds back to the issuer at par if they lose value.

Great American has an FIA with 7% growth DB rider must live 5 years to collect. Low cost. In my opinion people want full liquidity so a surrender charge on someone in their 80s is going to be tough to overcome. Would need to satisfy RMD in another acct or DB rider is neutered.
