Finance to approve an opening, then HR to pool applicants, CD or ACD to actually hire
in all seriousness, HR filters, CD decides.
Never seen it any other way! That being said, if you have an in, you can sometimes get around the initial HR filter.
ECD or CCO usually has final say but always go through a CD. Recruiters might have an eye for recognizing good work but a creative director knows what he/she is looking for in terms of craft, conceptual abilities, story telling, style, etc. Thinking a recruiter has the power is like going to the doctor and expecting the nurse to have the answers and make the decisions. The recruiter is the initial touchpoint so always go through creative leadership.
Using the doctor’s office analogy, a recruiter is probably more akin to a bubblegum-chewing receptionist working the front desk.
Not HR...Creative Manager(s) or Recruiter(s) filter. HR is only there to do the bidding of the CFO, or sweep meddling sexual-harassment allegations under the table.
