Most likely a joint conversation with HR and the head of your department - as they are both have influence over the staff budget. Ultimately, if they agree and you have not met the cap for that role, it should be fine. If you have met the cap and it requires special approval, finance would have to approve it first. If the head of the department is not your manager, you should get your manager onboard first. A part of your question sounds like you got a promotion without the agreed pay increase, which is odd, as any promotion should have came with a formal offer letter that list the compensation structure. Other wise it’s a title change only and the above process still applies

Thank you, very helpful. In my case, I’ve been verbally told promotion is in place, but effective date and raise need to be discussed.
