Most of the larger companies have data storage in the EU already and process what they can there. They also have other mechanisms in place e.g., SCC’s, consent, etc. Smaller companies who don’t have the resources are doing the same thing people did after safe harbor and waiting it out hoping there will be a more practical solution they can implement before the regulators start to look their way.
We are, esp in certain countries.

-expectations of a new Privacy Shield
-expectations that the big targets will be Facebook, Google, etc. so most smaller orgs can wait and see (while they plan for localization)
