Not going to happen because of rights of way. Look at China’s high speed rail - the government can take whatever land it wants and you end up with an amazing high speed rail network complete with maglev.
HSR is incredibly expensive: California’s plan is estimated at 82 million per mile.
Also one thing about HSR is that you can’t have any at-grade crossings and the turn radius is measured in tens of miles, you are basically looking at elevated concrete tracks ($$$$ on top of $$$$)
And who gives a fuck about Hartford?

Richest country in the world, outspend everyone else on military by 3-4x and we don’t have a high speed rail anywhere, ridiculous.
Either that or OP is trolling, because that is the Acela corridor. It's also more expensive and takes at least 4x longer than flying.

I would ride it. The fact that states can't cooperate is a different matter. US is definitely not a leader when it comes to transportation.
For people who mentioned ROI, whats the ROI for spending over $500 billion on military/defense? Whats the marginal ROI on the last $100 billion when no other country spend nearly as much. Sometimes you invest money into something for the greater good without always thinking about ROI.
If you still want to talk ROI, who can really come up with an accurate estimate with much certainty when there is no relevant experience to compare to? You can use your MBB case interview skills to come up with an estimate but for the most part, those estimates are complete bs. There are so many indirectly/consequential benefits that are hard to factor in. As for the usage of HSR in the east coast, I would guess that people would select rail over driving most times if the rail would cut down trip duration by more than 50%, which is what should happen (see China as example). And definitely if HSR is about same duration as flight but cheaper, most people would opt for rail.

I take the Acela at different times every week from New York and it's literally always sold out or almost and it's a little more than $200 each way to Washington. It seems to me there's a lot of traffic. @BCG1 I wonder what you are basing this statement on that nobody would take the train? Also, Hartford is the insurance capital of the world. After also having worked there; I can tell you there's a good amount of traffic. All these places are in the sweet spot where it takes longer to fly than it would the train. So before you start coming up with your hypothesis and your "opinion" please tell me what it's based on. I realize mine is purely based on observation for the past 6+ months, but I'd certainly like to see this business case before it's dismissed. Also, let's not get started about how shitty domestic flights are in this country. #murica!!!
