If you’re a prospective for a new promotion, or just the staffing calls for it, you will act in that capacity. They like to “try people out” and give half manager responsibilities to the senior to see if they can handle some of the duties before giving all of the duties. Trust me, I thought I was doing all of the manager stuff when I was a senior, but I was definitely wrong
Also if you’re a second or third year associate (dependent on firm) and there is a senior on your job, you’re likely not “acting senior” even though you might have some senior level duties. Acting senior would mean there is no senior so you are taking on ALL senior responsibilities for the job
I actually agree with OP and I think this is one of the biggest lies in PA. If people are acting seniors or acting managers by the time they get promoted, then senior 1 and manager 1 wouldn’t consistently be the hardest years in PA. So when you’re acting senior or manager, it just means you’ll need to pick up more work for the same pay because the firm is understaffed lol.

You have to prove yourself you are that stage or almost there.
If you don’t get the promotion then move on to a place that will give you title and pay.
I’m curious. If you are a staff 2 or senior 3 but not acting next level, do you still get promoted automatically?
For Senior it’s more likely an automatic promo based on years. For manager it’s less automatic.
@EY 2, our firm only promotes if they feel you're ready for the next level now.
