Because they can. No it doesn’t make them a horrible person - it makes them human.
But it’s a deal breaker for me.

I think it depends on the cheating. I dated someone for 4 years on and off and found out the entire time he had someone else. I broke it off immediately but the other girl stayed with him. Having an ongoing relationship with another person is crazy to me.
So many reasons. I guess the key is figuring out the “why” and then trying to apologize (if possible - making sure that you are taking accountability for your actions instead of shifting blame or apologizing just because you were caught) and finally forgiving yourself. A lot of the times when it’s genuine remorse, it’s infinitely harder to forgive yourself than other people.

They don't have integrity
Don't know about being a horrible human being since obviously there are worse things that human beings do, like physical violence, but within the realm of non-violent behavior, it's pretty terrible. I would put lying / manipulation as the worst non-violent things and cheating usually involves both
Repenting doesn't count for much since it's guilt talking after the fact, e.g. someone could cheat multiple times and feel bad / repent afterward but still lack the self control to stop
I think people deserve to be treated the way they treat others (golden rule). So if you cheat / lie / hide, you deserve to be cheated on / lied to / betrayed etc
