Make sure your skills section is filled out. This is one of the primary ways, along with job titles, that tools filter potential candidates for recruiters.

Hard to say without seeing what your profile looks like and what exactly you do. I don’t think I have a top tier background by any means but I still get an InMail every day or so even without being “open to opportunities”.
Do you have everything filled out? Do you have your skills aligned to your job history? Have you taken any skill tests yet? Have any coworkers or friends endorsed you for any skills? Do you have a lot of connections? I know some of the stuff on there might seem silly but from talking to my recruiter friends in the past, every little bit matters because there’s simply an enormous amount of people on LinkedIn and a lot of bots as well. So little things like skill tests can differentiate you from the mass because they can tell that you’re real and active.
I would imagine your displayed job title has a lot to do with it. The period of my work history during which I received the most recruiter inMails was when I was a Subject Matter Expert. Most of the messages I received were for SME positions that had ZERO to do with my actual background or work history.
Consider modifying your profile to use a standard title with your company’s internal title in a parenthetical. E.g., “Senior Success Manager (Internal Title: Client Strategist)”
Not saying this is you, but only time I’ve heard product strategy that’s not product management is in agencies where they bloat titles and aren’t where tech companies recruit for most of the time
In tech companies, product managers do most of the strategy. Try changing your title on LinkedIn if possible
