Insurance and local laws in some areas. GSDs are in the top 5 or so (depending on study) breeds that inflict the most bite injuries. I’m a GSD owner too and ran into this issue a few times. How they are raised and trained have a lot to do with it, but overall stats aren’t in our favor.
Because people haven’t realized you should judge the dog instead of the breed. My couch hogging Malinois is usually lumped in with aggressive dogs as well. I just don’t get it.

It all depends on the owner. Some irresponsible people turn good dogs into aggressive dogs.
Like MC1 said, apartments have to deal with insurance and local laws. You’ll be surprised how often insurance companies will deny coverage for certain breeds. On the flip side, there are also apartments that will allow any breed as long as they pass a Canine Good Citizen test.
For tenants with larger dogs interested in renting my house, I will request that they have renter’s liability insurance up to $500k. If the policy is ever cancelled or the amount reduced, I have the right to cancel the lease and keep the deposit. It is a few bucks a month for the tenant, and I don’t want to get sued because someone can’t control their dog.
