Answer is simple. QA's are not creators. Developers create stuff and write codes from scratch. QA verifies if there's bug or not. If there's a bug, who's responsibility is to solve it? The developer's.
See in this world, only the ones who create stuff are remembered, because they CREATE value (not just add value). Would you remember Steve Jobs or the people working at Foxconn China factory for iPhone? The people working at Foxconn also knows how an iPhone is made, but did they brainstorm and come up with the design and specifications?
Don't get me wrong, QAs also add value by making sure the code is bug free, but it is only after the developers has already done the heavy lifting (i.e. already written the working code).
Pls don't start developer vs QA. I don't mean to portray QAs as less, because it's a complete environment where each and every element is essential to make a system deliverable.
There is no comparison between developers and QA. Also QA jobs in danger as developers are learning automation soon after development gets end. QA can't develop code but developers can do both. In my team I only handle both the stuffs. We don't have QA in our team.
Qa after certain experience you don’t get to do much except do the regression, change ui elements or do some api test and so on.. devs as per management adds bussiness value and is correct to a large extent.

They are dependent both ways ,yes the heirarchy is correct.Who buys the application with bugs without proper testing? They usually follow happy path.
I started as a manual QA. And after 1 year switched to development.
Agar tumhe coding aati hi hai as a QA. To development switch karlo . Kaafi fayde me rahoge.
I switched from Basic Java to Angular after 3 years.
Not a big deal.
