It's more complex than it sounds. As a designer I like to think im able to sale through my work. But accounts, the janitor and the CEOs wife have to have a say. Design by committee makes things look real bad. When you design in school and for small clients you know there's more freedom.
Perhaps the problem isn’t so much in the “hiring” but in the mentoring and leadership they’re provided once they’ve been hired?
Time?
Might be that they either worked with great art directors in the past, and your problem is giving direction. Or it may be that they were unhinged in their previous work and now being shackled. Or maybe you have to play towards their strengths, and slowly evolve them.
I think it can also depend on how many brand guidelines are in place. Too rigid of guidelines can result in everyone being a production designer because there's no room for experimentation. But, too few guidelines can also result in too many options for a designer to toy around with without ever landing on something that the client will actually like because the client doesn't have a clue what they're actually looking for, so the designer is just guessing at what will work.
