Because managers have never done a month end let alone managed one.
Better pay, better hours, more interesting work. Company may have lower titles than PA but the pay and work make up for it.
Because the hierarchy is different from company to company. It’s not really about title but more about the job responsibilities. Like AA1 said, an audit manager wouldn’t have the experience in preparing financials or doing anything from scratch.

Agreed. Titles are different. I’m sure the pay is still better.
