Doesn’t that affect only H1B dependent employers? I know Deloitte isn’t H1B dependent.
Are any of the big 4 H1b dependent?

It’s not. Says so my approved H1B petition.

Nowhere does it mention that it is H1B dependent! Though I don’t know why I am arguing with you.
@k1 dude the list gives number of h1 visas a company has filed. I think you gotta understand the difference between an American company filing h and a foreign company being dependent on h.
About k not in the list, it’s because they usually don’t sponsor, probably because they don’t require many people as their business isn’t that great. Remember the whole argument about k should be a part of big accounting firms. Anyway hope this clears things

H1B Dependent Employer criteria: Any US company having 50 or more employees & more than 15% of them are H1B/L1 employees then that company is classified as H1B dependent.
Here company defines a legal entity with unique EIN number.
Parent Deloitte doesn’t have any EIN, it just has different firms like D Consulting, D Advisory, D E&O, etc.... Each of these firms have their own EIN.
EIN: Employer Identification Number. It’s mandatory for all employers to have Federal EIN & State EIN in which they are operating.
None of the Deloitte firms are H1B dependent.!
