What are exit opportunities like for non-strat consultants (process improvement, supply chain etc.)

Need some advice. Currently at 73k and I got an offer for 80k from a cyber security consultant position at a start up. I negotiated up to 85k which is around 16% increase and they said that is the highest they could go. They added that you do get equity after 6 months but it isn't in the offer letter. From your experience, is there any additional wiggle room? How reliable is "all employees get equity" without it in writing? Currently a SAP associate consultant (approaching 1 yr out of college) and really want to get out.

Hi! I'm a seasoned litigator (prosecutor) looking to transition to policy work in the criminal justice field. I'm finding, though, that organizations are looking for years of policy analysis and/or research experience, which I don't have (in the traditional sense). I started my first in-house role about 4 months ago and I don’t think it’s the right fit. I love the no billable hours aspect, but otherwise I miss the structure of being at a firm. How long do you think I should try to stick this out before I move on? I want to give the job a real shot - and i know the transition to in-house can be jarring…but I also don’t want to spend too much time in a job that is a wrong fit.
