TSP is like a traditional as opposed to Roth. I would roll into an IRA, and based on income, convert to Roth IRA or not.
Generally I use my IRA to consolidate employer retirement accounts. You have more control, and it motivates you to max you IRA in addition to you 401k.

TSP has just about no cost associated with it. I’d leave it unless you are looking to retire before age 59 1/2

I would either roll into Roth IRA if your income is relatively low or keep where it is. If you roll into traditional IRA and let it sit, you won’t be able to easily execute a backdoor Roth IRA every year

Especially if you are high income earner (I.e., don’t qualify for Roth IRA) then you would most likely not want to convert large balances to a Roth IRA to avoid the taxes
