Usually It would be based on time in the role. A few years as a senior manager would result in a lateral move. Typically a newly promoted title would move back down a step and have to prove they can do the role before coming in with the higher title.
But that was back before the aggressive hiring market so maybe its changed
Title inflation doesn't matter. Money does. The days of staying loyal are over.

It would depend on your experience. Senior manager is harder than manager because there’s a bigger cliff for SM. They really don’t make you an SM anymore unless they are considering you for PPMD
There are people being promoted at deloitte because there's a business case, but realistically s/he can't handle it.
I was in same boat as you. Was SM for 6 months at top 10 firm and joined EY 6 months ago as M2. It was a little disappointing initially, but it’s working out well for me. I’m getting used to a new firm, software and people, getting up to speed on all my new accounts and projects. Based on my review, sounds like I’m on path to promotion in next year, but I want to make sure I’m ready. Had I been brought in straight to SM, I’m not sure I would be doing so well. That’s my experience so far.
I did it. Made it clear on Day 1 with the recruiter about this.
