Would anyone know the best way to get a start in a career in programming/web dev? I've learned several programming languages and building my portfolio as I speak.

With all these layoffs in tech, not sure if you can still get a job as a programmer. Have you thought about a career in accounting? Good pay and stable, you can make plenty of money as a CPA

As an ex auditor and CPA, this is terrible advice. Pay is abismal when compared to what you can make with any scrap of technical skills.

Is there any way to use your skills at your current job? Like can you built/improve your companies website or add a new feature? You could then put it on your resume as web developer and it should help you get interviews.

Try doing some sort of recognised course that proves some sort of ability in those programming languages and/or tools/frameworks etc. Plenty of free ones around, though paid ones with certificates from recognised institutions might look better.
My brother has a degree in English but gained his first role after completing a 4 month paid course in software engineering that he completed in his spare time.
