If the hiring manager doesn’t understand a layoff vs. a performance related termination, that’s not on you. In the current environment there was a lot of over hiring, especially in advisory so don’t let that hurt your confidence.

It certainly could, if the layoffs were primarily performance based. The question could be why you were laid off instead of your peers.
It makes you look like a worse candidate than someone else who is still employed. Sucks but some interviewers are just judgy like that

Id be cautious. Wandering minds might derive their own conclusions. "Yeah it wasn't performance based, it was just a RIF, but maybe you were specifically picked. Not a good fit for the team. Less billables. They had to pick someone and maybe you were specifically picked for some reason."
Id avoid sewing any seeds that could stir doubt.
Unless you're in a specialty group that is seeing a dramatic drop in business, you were in the group of people considered low performing or in the group of people with a perceived low ceiling/limited future with the company. Neither look good so not something to volunteer. Layoffs may be for business reasons, but they are absolutely intentional with whom they pick.
