Depends what your end goal is. Do you see yourself in banking long term and just want to find the right fit? Or are you looking at it as a stepping stone to a different company?

I've done tech consulting for banks and that is exactly what the fintech recruiters want to get me in for.
What's wrong with banks? Assuming we're talking about the big banks, there's plenty of money and work for consultant skills across the company. As with any job, as long as there's some idea of career progression, it's on par with other opportunities.
SSA 1 - None of what you listed is unique to banks. That's pretty much every F100, some just less in public than others. All those trainings we took in consulting weren't just for client regulatory oversight. Is the beloved FAANG (MANGA) not bureaucratic and shady to the same degree? People are begging for more regulation over them.
Culture-wise, it depends on the team, as not all are created equal (even within the same org). Unless you're very senior, I would advise you to avoid managers and teams of long-tenured colleagues. I've found it much more enjoyable here when under managers who came from consulting or literally anywhere else; those managers tend to respect new ideas and ways of doing things.
