Similarly got an offer for 30% less than expectation though for a local company.
You can politely negotiate under any circumstances. As long as you communicate well they are unlikely to retract an offer. If they can’t give you what you expect now and they say it’s due to covid19 budget issues, maybe ask if/how you could get a raise once things pick up. If they are lowballing in a way that is unrelated to covid19 budget issues, you have no reason to not negotiate.
