How bad was your joke? Lol
I mean, was it in poor taste? What was the joke? I tend to have a very casual relationship with my coworkers but at an old company I accidentally sent a gif company wide and got a call from leadership about it. I was pretty mortified. I don't know that I would quit over it, that might be a wounded ego speaking but I also fully support leaving jobs and finding a better fit for you.

I had a manager once who peppered his presentations with jokes, memes, and pictures of cats. However, he didn't like it if anyone in his org did the same. For example, in one presentation to internal staff I had a picture of myself in costume (a kilt) taken at a company event, he was livid. What was particularly funny was that he lectured me about "being professional" while wearing a Captain America t-shirt and Vans tennis shoes. I guess my point is that these sorts of "rules" are generally only enforced when it suits the people in charge.
I think you can still go to HR, especially if your joke wasn't off-color, racist, sexist, etc. and you can cite other examples where people where not reprimanded. You may have a case to file a complaint.
I’m always on the mindset to leave especially when the reprimand is hypocritical but if you love your job and your team it’s worth trying to figure it out. If you don’t get anywhere with HR then go

Why do you think your boss is signaling you out? Are you “bending the rules” more often than others, or in more egregious ways? In any case, use it as a learning experience. Don’t bend those rules.
