I heard this year in EY, counsellor was not included in round table in. How would he be able to sell promotion case ?

Yes it is true somewhat. About 1/2 the counselors did not have to present at the round table as long as they justified the review strong enough in writing. However anyone up for promotion did have their counselor present them at round tables

Practice specific... Some practices didn't require counselor to present if they agreed with rating and or promotion decision
