Although I've been at my current job for about 18 months, I've been passively keeping an eye out for new roles. I'm not desperate to leave, but I'd jump at the right opportunity. So if I get called for an interview, what's the best way to answer "Why are you leaving your current job?" Should I be honest and tell them I'm passively looking, or say I'm actively searching to further my career?

They won't want to hear that you are passively looking because of worry that you are a time waster seeking an offer to use as leverage at your current company. Make it clear that you're serious, and you're also committed to your next role because of the additional opportunities it provides.

It's best to avoid making it sound like you’re disengaged in your current job. You can tell them you’re exploring opportunities that better align with your long-term goals. That’s clear, forward-looking, and doesn’t raise any red flags.

I am an Senior iOS developer. YOE is 8.5. Currently getting 13 LPA. Getting promotion in a month with 25 to 30 percent hike which comes nearly 16.8 LPA.
