Does your district hold back primary students? If not, do you think they should and if it would be beneficial? My district won't hold kids back until 3rd grade, which I think by then is too late.

How do you send the message to students (and admin, other teachers/staff) that our primary grades are just as important as our testing grades? We tend to get very back-burnered come this time of year.
