That's an interesting question. My understanding is that companies will generally not bother with another background check, as the candidate would have passed one to be hired initially. But I think there are circumstances where they may require a background check. The change in jobs may make it a requirement, or there could have been a considerable passage of time.
I have only gone through an internal process once. In my case, it was quite a bit more relaxed because they already had multiple recommendations from managers they were familiar with and trusted. The size of the company probably has some influence on how formal the process is.
