I got selected in citi for Java full stack AVP role. All post interview workday tasks were completed and HR discussion also happened and HR said by next week I will get offer.But now HR called me and said because of Headcount freeze they are not getting approvals and won't be able to rollout offer and are closing those open positions.He is saying if again this position reopen they will re-consider me but there is no commitment for this.This was for some technology domain internal project.

That's weird, i know someone who is in discussion with an HR post L3. Though the offer letter hasn't been rolled out yet, but HR didn't convey anything like this
