Why do companies give merit raises (I’m not talking about promotion raises or inflation raises, which are designed to get you into the salary for a different role or keep your effective salary the same, respectively)? Is it just to keep people from looking for another job? Why wouldn’t they just not give merit raises then and match aggressively if employees who they wanted to keep got quality external offers?

Looking for some MBA advice. Went to Indiana U and had mediocre GPA due to mental health struggles. Got medicated and saw a therapist and got a 4.0 my last semester. But still ended with 3.2 gpa.
