Toxic culture starts with toxic people. The only real way to change that is to take your culture (and positive, high performers) seriously and off board those people.
Absolutely. You cannot nurture a positive culture while protecting toxic behaviour. How do we offboard senior toxic people?
Somebody who wants to make the change and is in a position to do that. It can be one person who turns it around, but they have to meet those first 2 requirements to get far with it.
One person with both vision and the authority to act can be the spark. Without that combo, even the best ideas fall flat.

Toxic people create this toxic culture, which makes it so people can’t speak and voice an opinion. Having management that are approachable and you can feel relaxed to changes the atmosphere completely.
So true. A manager who listens without judgement shifts everything. People stop whispering and start contributing. It should not be rare.
Do they really think that's going to help. They need to address the issues at the route, not cover up with food and mindfulness webinars. I get they think it might help but if someone isn't interested, they're just going to zone out and not benefit from it.
It won’t undo months of silence and stress. It feels like a bandaid when surgery is needed.
You are right about that. And in my opinion those places never get better either. Usually a change in leadership is what is needed.
