When it best furthers your objectives. If it adds leverage or pressure at an opportune time, use it. If you don't think it's helpful at the time, leave it out.

In all seriousness, wait to tell your firm until you have a written offer and know that they might not counter, and if they do, you will still be viewed as a flight risk. Tell the other firms strategically when it benefits you.
On 1 it is to speed up one interview process, or to squeeze in the offer process. It often isn’t necsssary to share, and fine to avoid. On 2 once you have an offer - they won’t counter until their is an offer. Although if you have a good relationship with your boss and know they wouldn’t preemptively fire you, then you could discuss pre offer … particularly if you know in advance you’d rather stay

I would casually mention early on that you are “looking at offers”. Then, later in the process when there is a need/opportunity for pressure/leverage/speed/etc you can easily bring it back up as something they should always have been aware of, rather than seemingly like you are just now bringing it to the table. Make it the recruiters fault for not considering it rather than the bald faced ploy it is.
