How does the buyout option from notice period works . Hr is not agreeing for early release and I want an early release. I have almost tried everything and now I am just left with buyout option. Can anyone tell me how does this work

Interviewed for a GS-15 (same agency but different office) and totally aced the interview with excellent answers. They know I’m a top performer with senior references. However I noticed there was an internal candidate who has been there for few years and interviewed that’s a veteran. I feel my chances just sank and want to gauge thoughts.

Dialed in for an 8 AM call in which the only other person that dialed in was my Manager. The 2 others on my team didn't and Manager says we'll reschedule for 9. Why tf didn't we do that to begin with!

Is there any advice for networking into projects when you don’t know many people at the firm yet? I always to help on BD work when I’m on the bench, but it never turns into any billable work. Every time I have talked to a partner/senior manager I was told I don’t have the skill set they’re looking for, but I don’t know how to build up from there. My supervisor gave me 8hours of AWOL because I couldn't show up one day because I was under anxiety. I have gave him letters from psychiatrist,psychologist that I'm passing through this. He didn't care and gave me an AWOL. I want to leave my job because my department is very toxic but I don't want to leave having that on my records.
If I move to another job later on (private or federal) this 8 hours of AWOL will show up?
