You are eligible for promotion.
But there are many things to get a promotion and it can be stopped by HR or manager by any reason.

1.Are you holding the experience to become P4.
Ex: If you are in development and to be in P4 you need to hold more than 10+ YOE.

2.Is your current salary is in nearest state of what a P4 can withdraw from your domain!

Check these things and keep the hopes the accordingly
