Unfortunately that’s how a lot of PI firms are, especially the mills that just sign up every case that comes through the door & then settle them. It usually makes the firm a ton of money, but hurts their reputation in the long run; more often than not, clients are unhappy at the end of their case.
Not unusual for a small firm to not want to litigate, but the attorneys are responsible for every piece of work that goes out the door. Could get into some serious hot water if they miss something while “briefly skimming.”

It is a way of making money without putting much time or expense into the file. You can have a few partners working with paralegals that you don’t have to share the profits with. The model can be quite lucrative.
I own a firm that gets referrals from these types of prelit firms. Some appear to have real attorney involvement in the demand package and negotiations and others clearly have very minimal attorney involvement. I think the latter is borderline unethical, and personally would not want anyone I know working for them.
This is a business model, not a law practice. There are settlement mills like this in every state. They cast a wide net and take every case they catch. Mostly garbage but a few good cases too. They usually do terrible jobs and settle the cases for less than they should, so the insurance carriers like them and will not allow their attorneys to report them to the bar.

There are a lot of solo shops in my area that have “runners” track down people that were involved in accidents, sign them up, put the case into a lawsuit, then immediately refer it out. Very unethical and sketchy but these attorneys can be very well off
