I don't think it would hurt if you updated your resume and tried applying again
Neither. I would move on to look for employment at another place. You don’t know why they rejected you, so how would you know your resume simply needs editing?
I think I would look for employment somewhere else and give it like six months atleast before applying again.
Your best move is to move on.
