Always wait until the offer is made. You can't really push for anything until you have that number in front of you. Then you decide how much more you want and start negotiating.

I’m be always gone for the most and have had success be for the offer is made.
There isn't a way to negotiate up until that initial offer is made. If the offer I receive is on the lower end, I usually ask what traits they are looking for to receive pay on the higher end of the range, and I use that to negotiate up a little. Well, usually. In this job market, I am a lot less brave and take what I'm offered.

Always go for the top end that way you don’t short yourself and leave Money on the table.

I give a number when they ask. They usually ask what your desired salary is at some point when they are interested. I try for the top of the range, more than I’ll settle for. Then we meet somewhere where I’m comfortable.
