In my experience, yes, applying earlier helps. HR teams don't want to talk to everybody. They want 5-10 talented candidates, and they'll stop looking at new resumes once they get to the number they're looking for. The sooner you apply, the better your odds of being one of those first 5-10 people.
The job will remain open in case nobody in that first batch works out and they need to start over.
Timing and relationships...those are more important than anything else (assuming you meet the basic qualifications for the job, of course).
