Would you wear a short sleeve dress like the one below to court (for oral argument) without a blazer or is that too revealing? Is a blazer a must?

I think it depends on the court and what region of the country you're in. In both the state and federal court by me you would have to wear a jacket.

I would check the local rules in your jurisdiction first. All of the courts I interact with would likely require a blazer with that dress, regardless of how hot it is outside or if the AC is running.

Don’t know about the jacket protocols for court, but I don’t think the dress itself is too revealing, so long as it’s not too short. Looks fine from photos, but as a 5’8 girlie lots of times things like this can be too short and I worry that if I bend over ppl can see my spanx.

I have this dress. It’s comfortable and long enough for me (I’m a bit under 5’8”) but the material is definitely a stretchy ponte fabric (like the Spanx perfect pants material) so it can read less than business formal depending on the color and how it is styled.
