It depends. Usually yes, but I've been "strongly encouraged" to select certain applicants in the past. As a manager, I'm generally not going to go against something my executive leadership wants.
In the case I'm referring to, I'm super glad I did. They clearly knew something I didn't because I wouldn't have picked that candidate based on interviews, but they quickly became the best person on my team by a mile!

Yes I get the ultimate say a majority of the time. There have been very few times that my boss has overridden my decision. We are usually on the same page about who to hire so she lets me make the final call. She really only makes the final decision if someone comes from another department highly recommended.
