I'd send a polite note and ask if there is a time that works best for them. Sometimes that resets things. If they bail again after that, I would assume the role isn't a priority or the team is overwhelmed.
Keep looking ..the job may open up later or they are looking for the perfect candidate...hard to say what the situation is where the available job is located. Recruiter may be one holding onto you as a prospect with hopes of commission while employer wishy washy, has busy season or waiting for budget dollars to open up...chances are they have a few candidates...one time I waited months for an interview and I mentioned you must have had a lot of candidates and she said actually you are the first one...this surprised me as it was months since I learned about the job.
