I'm curious about the challenges you face when trying to standardize wage structures across different departments. In my organization, I've noticed that what works for one team doesn't necessarily fit for another, especially with varying roles and responsibilities. We're fairly fortunate in that we're dealing with structures that have been in place for a while. From time to time things may have to change to reflect some new reality. It can be true that what works for one team won't work for another, and things like that will become known over time. So a good strategy is to be attentive to what works and what doesn't and make adjustments as needed.

A lot of what we deal with is out dated, it worked great in it's time but it needs some thought to change with the times. It's tricky but will pay off.

Align to market data by role, unless senior management wants more consistency in pay.
