I swear it is the job market right now. Some of the most experienced people I know are struggling to land roles. Hang in there and keep applying.
You have already done all the right things. Why do you think it is your resume? This is an extremely competitive job market. You are competing against hundreds of other applications who are also qualified and probably willing to work for cheap. What matters is getting out hundreds of applications. Contact people in your network to see if they can offer you a referral.

Sometimes the challenge isn’t your skills, but getting your experience noticed by hiring managers or passing through ATS systems. A few tweaks in how accomplishments are highlighted or structured can make a big difference.

It's the market. Theres more people in this field than jobs. Chances are your resume is being looked at by a person. Most companies are not using AI to the extent of screening out applicabts yet. If you don't have a summary add one highlight your key skills. It might be time to consider pivoting out of the field.
