Start looking for a new position. Not because you aren't capable- but because that type of management sounds toxic.
Talk about being stuck between a rock and a hard place. Your manager either doesn't know how marketing works or really wants you to fail.
That’s the law of the jungle now thanks to everything being metricized to death in the name of “efficiency” and “bottom line growth.”
The reality is that there are only so many ways to present a product and/or service to the public. A not-insignificant part of marketing success is plain luck.
I’ve seen carefully planned, well-thought out, creatively brilliant campaigns fall flat on their faces. I’ve also seen poorly-conceived, hastily-executed, half-brained ideas become wildly successful revenue machines.
Your manager, of all people, should know better than to put that kind of pressure on their team. It’s a toxic morale killer.
It may seem unfair, yes, however, try to look at it as an optimization exercise. Consider all the ways you can squeeze as much as you can out of the budget. Those goals don't appear unreasonable, but have you benchmarked your results against your results from the prior year and against the industry? If you can prove the CTR is not achievable because the average industry CTR is actually 6%, then that's important to do now.
1. A/B testing different creatives.
2. Adjust the targeting.
3. Remove or reduce usage of low-performing channels.
4. run a competitive analysis.

Ignore anyone telling you to try harder cause everyone who’s in marketing has been here before and the ask is not possible if you were remotely competent beforehand. Just treat it as a year to find a new job.
