U pushed years but definitely same dialogue u will listen we have budget problem as layoffs happen,so many restructuring in organisational level,can give you 6/8% maximum.
Every year u will adjust in same position, after that u will become low perform in outside.As people outside company will ask u why same position for 3/4 years?Are you not performing?After that so u will get layoff one day and cry why me.

I agree every no promotion who blackmailed not share knowledge transfer they got promoted.
No merit base promotion two criteria
1) Black mail base
2) Good rating in pulse survey so butter works.
