Generally speaking, each role has a set starting salary. There might be a little wiggle room, but usually not much. Part of the reason I haven’t been able to attract top talent in my current role is that the company is very rigid with salaries — there’s really not much room for negotiation.
My Company used to be very rigid and strict with salaries, But I work in tech, and in a bubble area, where a lot of tech companies are located, so they all offer the same jobs, the only thing that changes is the product candidates will work on. We used to have positions opened for a year straight because we were not flexible with the salaries and benefits. You as HR need advise your higher ups if they're willing to hear. What roles to prioritized ? Which ones are not, and can wait until next year ? Now, there also the case if salary ask are always higher than what you offer, because if you do your job properly , you have an idea of the going rate in your area. If its constantly passed, you should ask yourselves if you should even operate in that area.
