I think it's very possible but with work becoming more and more remote it's kind of hard to say.
I don’t believe so, nor do I think that Houston should try to be a tech hub.
Here’s what Houston has going for it:
1. An large base of highly technical talent.
2. One of the busiest ports in America.
3. A rather unique culture (Houston vs the World)
Strategically, I think Houston could rival Austin if it wanted to. We should instead focus on developing the industries that we have and diversifying through industrial policy. I believe that energy, pharmaceuticals, and aerospace should be our focus industries.
We are the largest Oil and Gas hub in the world, we should be very proactive about poaching clean energy companies from other regions to ensure that Houston remains the energy capital of the world for centuries to come.
Because of the presence of the Texas Medical Center, we should use industrial policy to try and move some of the pharmaceutical companies to Houston. To do so, we would need a favorable regulatory environment and large amounts of capital for the research of new drugs.
Finally, due to NASA, there is no reason we can’t establish a aerospace hub. Most aerospace companies have satellite offices in Houston already. I think with the right negotiation, we could get Boeing to move from Virginia to Houston.
What do all these industries have in common? Engineering talent, something that Houston has in abundance.
