Any advice on finding a mentor, not from within your organization? I’m trying to find someone with experience as a growth leader at an agency. Does cold outreach on LinkedIn work? Also, what are my chances that someone from a different agency would even be willing to speak with me to share their experiences and insights?

Finally just took a day to work from home. My office never instituted a hybrid policy, kept everyone in office full time, and now our county hospital beds are full. One thing I didn't realize was the toll anxiety and constant tension was taking on me. We all need to be a bit kinder to ourselves because this profession isn't going to do it for us.
