You can do a hot chocolate and popcorn party for their movie and play board/card games the rest of the afternoon. Your school or other teachers should have some games if you don’t have any.

I did a hot chocolate bar a few years ago, and the kids did love it.
Old school arts and crafts are always fun! Popcorn strings, construction paper rings and cut outs, some of these things will take a bit of prep time, but they shouldn't be too costly!!

I wanted to do the thing where they make and decorate an ornament, but they are all making ornaments in their house groups and them decorating the house Christmas tree.
In our elementary each classroom does a "holiday" breakfast. Usually lasts maybe an hour. Parents/Guardians sign up to donate food items. They have to be store bought now. Sometimes the teachers will still bring in breakfast casseroles. Lots of fruit, cereal, donuts, juice, and milk. In the afternoon, some teachers keep it business as usual. Others show a movie. In the last 45 minutes, or so, we have a school sing-a-long in the gym. Middle school and high school events are totally up to the individual teachers. Most, if they do anything, don't do anything big. Candy Canes, cookies, Blooket, holiday worksheets, etc.
