Is optum global solutions a service based company i know it is captive of UHG but is the work done is similar to other service based companies like TCS, Infosys , Wipro etc..? And is there any concept on strict timings with check in and checkout time or is it flexible??

Reaching out can work, but only if the message feels personal and adds value. Instead of just saying you applied, mention something specific you admire about their work or how your skills link directly to a current project.
As a hiring manager I can say I'm frequently overwhelmed with applicants reaching out after (or before) applying to a job. The unsolicited ones I reach out to usually show how they directly and uniquely fit the need I'm looking for. Otherwise it sometimes feel like additional and duplicative work in a crowded schedule since applications are already being reviewed.
That all depends on how it's done. If you reach out to someone apart from applying for the job it could potentially come off as unprofessional. If you're not hearing back it seems it isn't working, so perhaps it's best to eschew that approach going forward.
