I try and have my 1:1's with team when we are in the office. Take them out to coffee or lunch. I'm paying out of my own pocket to do this but I feel like they really appreciate the feedback and connection, and I do this not just with direct reports but with all my team members at all levels. I also remind them that it's OK to not have perfect attendance, just don't leave your team hanging. We all are in the same boat. I go in just as often, if not more than they do. I also hate these policies and I don't hide that fact but also try not to be overly negative about it.

To abstract from some good ideas here already, there are a few advantages to being in the office. Double/triple/quadruple down on those and RTO will suck less.
(Not saying RTO is better than WFH, but everything has pluses and minuses.)
Yes it’s good to make the most of what you have yo do. Great perspective.
Sometimes poor decisions have consequences and there's nothing you can do about it. You could do something radical and have your team not show up in protest to the RTO policy while still doing their jobs, but we know that might not end well. Other than that, you just gotta cut them some slack and not act like it doesn't blow to be forced back into the office with little justification.
Totally agree on being honest about it. Very anti-manager101 but pretending like this is ok will only make it worse.
Two things helped motivate my team (3 days/wk): Regular in-person performance feedback, and access to work and learning opportunities that help advance their growth and develop in their careers (so long as you make and protect the time they need to take advantage of them).
